Strategic Government and Public Affairs
The Velcro Companies and Sig Sauer are well known, global brands. But few people in New Hampshire had any idea these companies not only had their global corporate headquarters in the state but were two of the state's largest employers. After decades of being intentionally insular, both companies realized they needed to raise their profile among the public and within business and political circles. With a desire to bolster workforce development efforts and become more engaged in public policy, both companies turned to Prospect Hill Strategies to build and execute a public affairs strategy. In each case, within months, these leading New Hampshire businesses were benefiting from the results. Now, both clients are known as good corporate neighbors and great places to build a career. Moreover, with PHS's guidance, both have leveraged new relationships in the business and political communities to ensure policymakers are considerate of the interests of the companies' operations in New Hampshire.
 
Direct Lobbying
The New Hampshire Association of Creditors' Rights Attorneys needed to change state law regarding real estate liens to bring New Hampshire in line with the other states and the District of Columbia. Hired after the bill was introduced, PHS quickly acted on a strategy designed to deliver results for a client with a limited budget. PHS created easy-to-understand information for members of the NH House Judiciary Committee and coordinated the testimony of the client attorneys before the Committee. At the same time, PHS ensured the concerns of other stakeholders were addressed via the Committee deliberations without compromising the goals of the client. By engaging all stakeholders to get everyone to "yes" early in the process, the bill passed both the House and Senate unanimously and was signed into law by the governor. Not only did the Creditors' Attorneys achieve the legislative outcome they desired, they were able to do so within their modest budget.
 
Sig Sauer designs and manufacturers firearms sound suppressors in New Hampshire. But New Hampshire was one of only a handful of states that did not allow for the use of suppressors while hunting. Sig Sauer had PHS engage on a bill to allow use of suppressors while hunting after the measure barely passed the GOP-controlled house. PHS immediately revamped the informational material for legislators to correctly position the bill as a hunter safety bill, rather than a firearms rights issue. Most important, the Firm identified and better leveraged key Democratic advocates. The bill passed the Senate unanimously and, after much behind-the-scenes activity and a demonstration at the Sig Sauer Academy, then-Gov. Maggie Hassan (D) decided against vetoing the bill and signed it into law.
 
Issue Advocacy and Campaign Development
BAE Systems' Electronic Solutions sector is New Hampshire's second largest employer and its largest manufacturer. With annual revenue of around $5 billion and growing, the sector had an urgent need to identify, purchase, and "fit up" a facility for almost 800 employees within proximity to the sector's headquarters in Nashua, NH. The company identified a site in Manchester, NH and asked its long-time state government affairs firm, Prospect Hill Strategies to build and execute a plan to obtain the approvals of a credits and incentives package from several entities within local and state government. PHS coordinated the first-ever collaboration between the City of Manchester and the state in devising the package for BAE Systems, and then went to work selling the plan. Over several months, PHS arranged dozens of meetings with local and state officials charged with evaluating and approving the elements of the package, and community stakeholders, to build public support. The novel approach, clear messaging, and ability to work closely with a politically diverse set of elected officials and stakeholders yielded an unprecedented result - unanimous approval from every panel at the City and State level. BAE Systems will open its new Manchester facility in the Spring of 2021.
